House Allowance.
With reference to our previous
correspondence with regard to House Allowance for Mr. Eves and
those of his Assistants resident in Kowloon, and our interview
with Sir Ernest Blake on the 3rd. instant, Mr. Eves in his
general letter No. 38 dated 24th. August encloses copies of
correspondence which he has had with the Colonial Secretary at
Hongkong, and begs us to ask for a further consideration of the
matter.

In addition to the refusal of the
House Allowance to those resident in Kowloon, the Colonial
Secretary in his letter of July 29th. directs further that
those members of the staff residing up country should be also
charged a rental for the quarters which have been built for
them.
3.
The chief arguments raised by the
Colonial Secretary against granting a House Allowance and in
directing that a rental should be paid by those who have had
quarters provided for them are:-
1. That the members of the staff have been granted a
consolidated allowance, and
2. that their salaries compare favourably with
those of the permanent staff.
